Adala UK Calls on GreenGo Energy to Cease Illegal Activities in Occupied Western Sahara

“It is time their rights are recognised and respected.”

Adala UK has formally addressed GreenGo Energy, a Danish renewable energy company, regarding its reported activities in occupied Western Sahara, demanding accountability, legal compliance, and respect for the rights of the Saharawi people. In a strongly worded letter dated 13 July 2025, Adala UK expressed its deep concern over GreenGo Energy’s engagement in the Dakhla region an area under Moroccan military occupation in violation of international law.

According to investigations by Danwatch, and documented communications from Western Sahara Resource Watch (WSRW) and Global Aktion, GreenGo Energy pursued commercial contracts in the region with the Moroccan authorities. The company reportedly opened an office in Dakhla and misleadingly referred to the occupied territory as part of “Morocco” a serious misrepresentation that disregards the territory’s legal status and the rights of its indigenous people.

In its letter addressed to Mr. Anders Heine Jensen, CEO of GreenGo Energy, Adala UK recalled that the Danish Ministry of Foreign Affairs had refused to support the company’s project, reaffirming Denmark’s and the EU’s consistent position: Western Sahara is “a Non Self Governing Territory” separate and distinct from Morocco. Despite this, GreenGo Energy failed to disclose the Danish government’s stance in its communications with civil society organisations a concerning omission that Adala UK described as “ethically questionable.”

Adala UK cited key legal frameworks in its message, including:

  • The 2002 UN Legal Opinion, which affirmed Morocco’s lack of sovereignty over Western Sahara.
  • Rulings from the Court of Justice of the European Union (CJEU) in 2016, 2018, and 2024, which reiterated that EU-Morocco agreements cannot lawfully apply to Western Sahara without the free, prior, and informed consentof the Saharawi people.
  • International humanitarian law, which prohibits resource exploitation in occupied territories without the consent of the occupied population.

The letter further reminded GreenGo Energy that any activity conducted in occupied Western Sahara without the legitimate consent of its people represented by the Polisario Front, the UN-recognised representative of the Saharawi people is both illegal and illegitimate. Adala UK also stressed that the UN Guiding Principles on Business and Human Rights (UNGPs) and evolving Environmental, Social, and Governance (ESG) standards obligate companies operating in conflict zones to act with heightened due diligence and transparency.

To ensure clarity and corporate responsibility, Adala UK requested GreenGo Energy’s written response to the following:

  1. Why did GreenGo Energy omit mention of the Danish government’s rejection of its Western Sahara project in communications with civil society organisations?
  2. What is GreenGo Energy’s current position on the legal status of Western Sahara and the requirement for Saharawi consent in any project?
  3. Can the company confirm that it has ceased all operations in Dakhla and that it will abstain from any future activity in Western Sahara without explicit prior approval from the Polisario Front?

Adala UK urged GreenGo Energy to follow the example of other companies, such as Dyno Nobel, which withdrew from the territory in acknowledgment of their legal and ethical responsibilities.

“Any activity conducted in occupied Western Sahara without the consent of its people constitutes an unlawful and illegitimate act that undermines the Saharawi people’s inalienable right to self-determination,” the letter concluded.

Adala UK remains steadfast in its commitment to amplifying Saharawi voices, holding corporations accountable, and advocating for a just and lasting resolution to the conflict based on self-determination, international law, and human rights.
